The International Association of School Librarians (IASL) has published a statement on the importance of school libraries, entitled A Library For Every School.  This statement can be adapted according to jurisdiction, and is intended to help others around the world to advocate school libraries.  You will find the statement attached to this post, and can learn more about it here: http://www.ensil.eu.
